St. Mary's Pastoral Council
St. Mary's Pastoral Council is made up of dedicated Parish volunteers, who, working with the Pastor, clergy and staff, carry forward the mission and ministry of Christ and his Church in the Parish community. It is a consultative body that makes recommendations to the Pastor regarding the life and mission of the parish. As such, it encourages a network of communication within the parish and surrounding community and serves as a forum for dialogue among the parishioners, the Pastor, the clergy, and staff.
Lily Openshaw, President
Pastoral Council member Lily Openshaw was born in Schenectady, New York and has been a parishioner at St. Mary’s Church for 23 years.
Lily also serves on the volunteer boards of Maryland Hall, Leadership Anne Arundel and the Bay Ridge Civic Association. At St. Mary’s Church, she served as a Religious Education teacher for many years and has also been active in the St. Mary’s Schools, Girl Scouts, and Habitat for Humanity. She served as President of the Board for Maryland Hall for the Creative Arts and for the Chesapeake Children’s Museum.
Professionally, she is a registered professional civil engineer with a BSCE from the Georgia Institute of Technology, and a MSEE from Johns Hopkins University. She served as a Naval Officer in the Civil Engineering Corps, worked for several engineering consulting firms, and more recently, worked part time for the City of Annapolis as an engineering project manager while her children were young.
She and her husband of 30 years, David, have four children: Elliana, Sophia, John David and Regina. In her spare time, Lily enjoys her book club and her tennis teams.
Bill Cable was born and grew up near Milwaukee Wisconsin and has been a St. Mary's parishioner for more than 40 years.
After graduation from George Washington University School of Law Bill worked on Capitol Hill and in the White House and then private practice until just after September 11, 2001when he went back to the Hill. Bill retired in June 2007 and now travels and enjoys the Bay and boating and loves the grand children.
Bill and Chris live in Bay Ridge are active in St. Mary's Parish; have 2 daughters and 2 grandchildren.
William was born in El Salvador but grew up in Canada. He and his wife have been together for over 19 years, and they have two children, Ashley & Brandon, who have completed their sacraments here at our parish. William is responsible for the development and growth of our Altar Servers within our growing Hispanic community here at St Mary’s. He currently works for AvalonBay in Arlington Virginia, a developer and manager of distinctive apartment homes in the country.
William is the lead representative from our parish council to the finance pillar. Serving on the pastoral council, he said he is learning much about service, simplicity, patience, and prayer. The single most important piece of advice about prayer is in one word: Begin!
He feels blessed to belong to such a caring and generous parish and he hopes he can use my talents and gifts to help St Mary’s grow throughout the coming years.
MaryHelen Bloxom is a new member of the St. Mary's Pastoral Council, eager to support such a dynamic Catholic community and to bring her help and spirit where it is needed. By day, she works at AARP in Chinatown DC as a project manager in their digital technology department. On evenings and weekends, MaryHelen is a foodie/crafter/traveler/reader/Annapolitan. She was recently married at St. Mary's Church, and is a frequent cantor at both St. Mary's and St. John Neumann Masses. She is fluent in Spanish and looks forward to building relationships with St. Mary's parishioners.
Matt Lafranchise, Council Secretary
Matt has lived in Annapolis most of his life, is one of 9 children, and a supporter of Catholic Education and St. Mary’s Schools. Matt has been a parishioner of St. Mary's most of his life. Most of his brothers and sisters attended St. Mary's Elementary and High School. After High School Matt served honorably as a Civil Engineer in the United States Air Force. During his four years in the Air Force Matt served in Operation Southern Watch in Prince Sultan Air Base in Saudi Arabia. Matt currently serves as Eucharistic Minister, and his wife Antonella of two years supports his ministry and volunteer efforts. Matt is also the proud new father of a 7 month old baby girl, Giselle.
Matt received his Bachelor's degree from the University of Maryland. Additionally, he is a Certified Paralegal. He is currently working in the healthcare industry in risk adjustment. Matt is very excited to accept God's calling for him to serve on the pastoral council and make a positive impact. Matt looks forward to this new chapter in his life, and eagerly awaits what is ahead.
Brian Madden has been a Marylander nearly all of his life moving here in 1960 at the age of less than one year old. He was raised in nearby Prince Georges County and attended St. Matthias the Apostle school and later DeMatha Catholic High School and finally graduating from local Bowie State University in 1982 with a Degree in Public Administration. Brian has been a member of St. Mary’s Parish for over 9 years and lives in Annapolis and enjoys all of the culture and beauty that comes with living here.
Brian has always enjoyed serving others and did so as a young man in various organizations to include the Knights of Columbus, and as the Youth Minister and Head Usher at the church of his youth, St. Matthias in Lanham.
In addition to his recent appointment to the Pastoral Council at St. Mary’s, Brian currently serves as Chairman of the Board at YMCA Camp Letts in Edgewater, President of his business Office Park Association in Laurel, and is a Eucharistic and Hospital Minister at St. Mary’s. He was also involved in the inaugural 3 part Christ Life Program here at St. Mary’s, serving as part of the Leadership Team in the most recent program. Brian is a Midshipmen Sponsor at the United States Naval Academy here in Annapolis, and an active Member of Business Networking International (BNI) in Laurel where he has served as President twice.
Professionally, Brian is the President of Rubin-Madden Insurance & Financial Services, Inc., an Allstate Exclusive Agency, that he has operated out of Laurel, MD for the past 15 years.
When not working or serving the community Brian enjoys spending time with family and friends, along with water sports in particular Boating and Fishing, and watching sports of all types in person and on TV with his friends and family but has a special love for the Naval Midshipmen Football, where he is a season ticket holder. He is also loves music and in particular Irish music and is quite active in the Irish community of Annapolis. Brian also is an avid gardener specifically his “Italian Tomatoes” each summer.
Betty Rivera is from El Salvador, Central America and is one of the two representatives of the Hispanic Community of St. Mary’s Parish.
Betty earned an Associate Degree in Science from Kings River College, Reedley, California before continuing her education in Early Childhood in Maryland.
Betty, a housewife, served as Secretary for the Hispanic Committee for two years, while also helping with other Hispanic Community
activities at St. John Neumann.
She and her husband Nelson have two daughters. Betty likes to spend quality time with her family and her dog, cooking, cleaning, and helping the community.
